Garrett,
Have you looked into NetInspect?  I believe it will cover everything you are looking for.  We are a CNC Machine shop, specializing in aerospace components and we plan to implement in the near future.

You may want to check into ManagerPlus. I have implemented this software for PM's but it is a robust system that offers a lot or can be manipulated to fit your application pretty easily.
It is cloud based. Admin side is desktop. We have mobile users so every employee uses an iPad to document their PM's.
For your benefit, you can also have inspection which you list tasks and their expected result. You pass and fail tasks. If things fail, you can setup the system to create a work order to correct or just an email to be sent out. You can customize it to your liking.

A dedicated inspection system would be better I am sure but this is about $2K/yr subscription and it does a lot for the money if your willing to use it.
You may also want to look into GageTrak.
We use Maas360 app so all personnel can look up controlled documents via the iPads. Our inspectors use this for drawings but have to take the inspection sheets with them.
